Fish-tail Movement with Cross

Note: Some of the fish-tail motion near the end of the animation may be due to steady-shot correction. And yet the lower light has a different shape than the other lights. It resembles a fish tail.

Note: On only three occasions the port light flashes red; at all other times the port light is either white or non-red. In fact, none of the lights appears to be a stable or consistent color, except perhaps the large central cluster of white lights.

If this was a military helicopter, what might it have looked like based on its configuration of lights?

Next question: Would a military helicopter be fitted with lights such as this, which can change color (white, red, green, blue, yellow, purple)? Would a light be put on top of the mast? Got any information?
All of the bases listed with helicopter units are located hundreds of miles away.
